Background
The City of Niagara Falls (City) is proposing amendments to its 2020 and 2021 Annual Action Plans. The amendments address the use of CDBG funds awarded to the City. This notice also addresses the public comment period and public hearing for the amendments.
2020 and 2021 Annual Action Plans
Notice is hereby given that the City proposes an Amendment of its HUD 2020 and 2021 Annual Action Plans will address the reprogramming of Small Business Support Funds in the amount of $100,000 for each year. $100,000 of the 2020 reprogrammed funds and $20,000 of the 2021 reprogrammed funds will be used for a $120,000 grant to the Ironworkers Local #9 Union to renovate its welding shop to provide training for low and moderate income individuals for membership into the union. The balance of $80,000 of reprogrammed 2021 funds will be used for owner occupied rehabilitation. This substantial amendment is subject to a public comment period and public hearing as detailed below.

Public Comment Periods
A public comment period on the Amendments to the 2020 and 2021 Annual Action Plans opens March 24, 2023. Public comments must be received in writing on or before thirty days from the opening of the public comment period. Written comments may be submitted in person at, or by mail addressed to: City of Niagara Falls, Department of Community Development, 745 Main Street, Niagara Falls, NY 14302. Written comments may be submitted by e-mail addressed to Clifford Scott at Clifford.Scott@niagarafalls.ny.gov . All comments will be presented to the City Council prior to its consideration of the Amendments.
Public Hearing
The Niagara Falls Department of Community Development will hold a public hearing on April 25, 2023 commencing at 6:00 p.m. The hearing will provide information and allow citizen comment regarding the proposed Amendments to the 2020 and 2021 Annual Action Plans to include activities described herein. Public comments received in advance of the hearing shall be read during the public hearing. Every effort will be made to respond to public concerns, suggestions, and questions during the hearing. All subsequent responses will be posted at the following website: https://niagarafallsusa.org/ . All public comments will be presented to the City Council before a vote on Amendments. The 2020 and 2021 Amendments to the Annual Action Plans must be approved by City Council.
